Italy's resource shortage mattered more than the ships' bravery

The limited combat record reflected late arrival, scarce resources, and an uneasy Axis coalition more than a lack of courage or activity by Italian crews.

Notes

By the time the class entered service, the Regia Marina lacked the industrial capacity and wider resources to use the ships as extensively as their design invited. Most hulls arrived too late, remained incomplete, or were unavailable after damage, leaving little operational record to assess. That limited employment should be separated from the courage and activity of Italian crews. The shortage reflected the broader weakness of an Axis partnership marked by tension between its members as well as conflict with its enemies. A warship's number of actions says little by itself when coalition structure and material scarcity constrained whether it could sail at all.
