Capital-ship transfers as imperial infrastructure policy

Britain could distribute older capital ships to the Dominions, shifting operating costs while prompting overseas bases and dockyards to expand.

Notes

As new British generations enter service, older but useful ships can be assigned around the empire instead of remaining concentrated at home. Dominion ownership spreads personnel and maintenance burdens beyond the Royal Navy's central budget. It also creates a political incentive to fund docks, repair facilities, fuel storage, and other support capacity capable of sustaining the transferred ship. The transfers would widen the imperial basing network as older ships moved into Dominion service.
