Carthage builds a naval base around fleet readiness

Carthage's circular military harbor supported a permanent fleet and may have accommodated a rotation between maintenance and operational service.

Notes

Carthage's harbor complex provided facilities dedicated to maintaining its navy. The circular military installation invites comparison with the later Venetian Arsenal. Two spaces about seven metres wide appear to have accommodated larger vessels. They need not represent the full number of such ships: some could have been afloat while others underwent work ashore. A rotation between refit and service is a proposed explanation of the dock capacity, rather than a securely reconstructed operating schedule.
