Capability recovery takes longer than the political headline

Claims that Britain is either permanently weak or already strong obscure the slower work of rebuilding infrastructure and usable capability.

Notes

Disposing of expensive sites may look efficient until a crisis exposes the loss of central bases, redundancy, and options against deniable action. Defence politics rewards reassuring images of strength and quick solutions, which can crowd out long-term repair. Britain is neither powerless nor overwhelmingly strong, and the damage caused by decades of contraction can be corrected only over years. A problem that cannot be solved overnight still has to be addressed. Physical capability recovery therefore depends on political willingness to sustain work whose results arrive slowly.
