Why a divided American fleet complicates treaty politics

A US Navy divided between oceans could demand treaty ratios that Britain and other powers would be unwilling to accept.

Notes

From the American point of view, a country needing two full fleets cannot accept the same treaty assumptions as a power able to concentrate one. Britain, still able to focus forces through Suez in this version of the scenario, would have little incentive to concede the extra American strength required. A lower total could leave the American Pacific fleet weaker than Japan while still failing to match Britain in the Atlantic. Canal geography therefore becomes a factor in whether naval agreements can clear domestic politics at all.
