A campaign fleet overwhelmed by submarines

The updated Ultimate Admiral campaign opens with Britain holding an unwieldy thousand-ship fleet and far more submarines than the game can comfortably sustain.

Notes

The fleet is cut from well over a thousand submarines to 339, yet Britain still retains about a thousand ships. The campaign shows how a militarily dominant force can become financially and administratively unmanageable. Hundreds of submarines have to go simply to keep the late-game simulation usable, so the resulting fleet should not be read as a plausible British order of battle. A game rule also mothballs new ships when trained crew are scarce while older vessels remain active. The mismatch separates the number of hulls owned from the personnel available to operate them.
