Long builds make launch-day refits inevitable

Research is delayed briefly so new ships start with better systems, yet a two-year battleship build still guarantees further upgrades before service.

Notes

The campaign waits a month for imminent technology that can be incorporated into the initial battleship design. That choice avoids beginning construction with systems already known to be obsolete when a short delay can prevent it. Even so, radios, fire control, armor, and other equipment continue advancing during a capital-ship build of roughly two years. A launch-day refit is therefore treated as inevitable, using the much shorter modernization period to bring the completed hull up to the standard reached while it was under construction.
