The proposal fits new homes with solar panels, batteries and heat pumps, and uses incentives to adapt existing buildings where practical. Factories, warehouses, offices and supermarket car parks provide other possible generating sites. Local generation and storage, with batteries intended to cover a day or so, would reduce exposure to disruption in global energy markets. Equipment receiving the proposed relief or grants would eventually need to be manufactured in Britain, supported by incentives for local production. A transition of perhaps one or two years is suggested for that manufacturing requirement. Nuclear power forms part of the same approach. Unsuitable buildings remain exceptions, though some could use outbuildings, batteries or appropriate heat pumps.
