Why headline prices obscure naval procurement costs

A procurement aside compares the modest funding assigned to large uncrewed vessels with the Type 31 program's movement beyond its original public unit-price claim.

Notes

Support for large uncrewed surface vessels does not settle whether the proposed budget can deliver them. The discussion questions whether 1.3 to 1.5 billion pounds over four years can produce the promised system. Type 31 provides the comparison: the quoted 250-million-pound unit price is contrasted with an acknowledged figure nearer 400 million pounds and a 140-million-pound Babcock write-down. That write-down would equal seven percent of a two-billion-pound programme and would reduce the contractor's margin. The suggestion that the five ships will ultimately bring Babcock more than two billion pounds is explicitly a judgment, based on the changes made during procurement.
