Landlocked states and blue-water warships

Is there any landlocked country today that has blue-water warships?

Probably not; river or brown-water gunboats do not make a blue-water force.

No current landlocked state with blue-water warships is recalled in the answer. Paraguay's gunboats are raised as a possible exception, then distinguished as primarily brown-water craft, with some uncertainty about their precise operating category. Owning gunboats therefore does not answer the original question about an ocean-going warship force.
