Earlier Type 23 replacement and a usable reserve

Timely frigate replacement could preserve older hulls for reserve duties that free newer ships for wartime deployment.

Notes

An earlier start to replacing Type 23 frigates could have left some older ships available for reserve service. This assumes replacement ships had begun entering service five or six years earlier, with only limited life extensions for some older hulls. On activation, those reserves would cover duties outside the war zone and release newer ships for combat. The argument connects the timing of replacement programs with the ability to expand an operational fleet during a crisis.
