Why more nuclear merchant ships would not solve acceptance

Port access and public acceptance matter more to nuclear merchant shipping than the number of hulls built.

Question

How many NS Savannah-type nuclear merchant ships would be needed to make the idea widely accepted?

Short answer

Many more ships would help, but port access, regulation, and public confidence are the harder obstacles than simple fleet size.

Notes

Successful naval nuclear propulsion does not automatically translate into commercial acceptance. Ports must agree to receive the ships, and the public must accept the perceived risk and regulatory burden. A larger programme could normalize the technology, but it would not remove those institutional and political barriers by itself.
