Britain enters war with industrial capacity still in reserve

The Royal Navy need not launch a preventive attack because peacetime expansion can continue without consuming Britain's Army or merchant capacity.

Notes

A British preemptive strike remains unlikely even though figures such as Fisher or Churchill might advocate one. Britain's naval buildup does not require full wartime mobilization or major disruption to Army armaments. Expanded yards could still sustain considerable merchant construction, leaving a stronger industrial base available if war begins. Britain would therefore enter a conflict with both a larger fleet and reserve production capacity that Germany had already consumed during the peacetime race.
