Britain's escort response was already building

German calculations omitted an anti-submarine response that was already taking physical form in Royal Navy orders for sloops and other small escorts.

Notes

The December 1916 memorandum omitted a Royal Navy response that was already taking physical form. Britain had ordered 60 Flower-class sloops in 1915, before Holtzendorff presented his case for the decisive campaign. Flower, Kil, and P-class vessels entered a wider effort to put adaptable small ships into service as minesweepers, Q-ships, and convoy escorts. HMS Saxifrage, later HMS President, provides a surviving link to that First World War escort fleet. British adaptation was already under construction before convoying fully reduced submarine losses.
