Britain prices Germany out of the risk-fleet contest

A surge of British 15-inch-gun construction demonstrates the strategy Tillman hoped to imitate: force the rival navy's cost beyond what its army would tolerate.

Notes

The Queen Elizabeths and eight projected Revenge-class hulls created a potential block of fourteen British 15-inch-gun battleships. Even after cancellations and the conversions that became Renown and Repulse, twelve of those intended hulls reached the water in some form. Matching that surge would have forced Germany to spend heavily just as the army wanted artillery and other equipment. The army's priority over the navy therefore broke the political logic of the risk fleet, providing Tillman with a model for ending a naval race by pushing its price beyond an opponent's tolerance.
