What bombing can degrade without forcing immediate compliance

Continued German V-weapon launches and an attributed claim about Kosovo illustrate the distinction between degrading capacity and forcing an immediate halt.

Notes

Bombing does not automatically stop an opponent from fighting. German V1 and V2 launches continued despite heavy bombing and advancing Allied armies. For Kosovo, Clarke claims that Serbian forces concealed their equipment so successfully that none of it was destroyed, a sweeping assessment offered as an example of the difficulty of judging air-strike results. Air attacks can instead aim to reduce launching capacity and make coordinated operations harder. His assessment of attacks on Houthi forces is that reduced coordination can matter even while launches continue.
