Rear Admiral Henderson had been Third Sea Lord since 1933. As a former Rear Admiral Aircraft Carriers, he brought carrier experience to the new operational requirement process. He became closely involved in drafting the specification. The resulting requirement was for a fighter-dive-bomber, combining both roles in one aircraft.
