Question

Which delayed-war navy has the best setup for the future?

Short answer

The Royal Navy is strongest overall, but Austria-Hungary achieves the best balance and value for its smaller budget.

Notes

The Royal Navy's industrial and financial depth produces the largest and most capable force overall, while Congress constrains the American response. Austria-Hungary offers the strongest value for money because its capital ships, cruisers, torpedo craft, submarines, and personnel system form a coherent force for its actual theater.
