Jellicoe's caution was not the only obstacle to Fisher's original concept. Even David Beatty, despite his appetite for aggressive action and personal glory, would see little prospect of a useful victory in this version of the operation. The proposed thrust offered a high chance of destruction without the kind of fleet action in which an admiral could win distinction. That judgment shows how far Fisher's plan lay outside the normal range of acceptable naval risk. The objective would need to change before the Admiralty could expect a senior commander to execute it.

Even Beatty would reject Fisher's original Baltic plan
Even the aggressive David Beatty would probably reject Fisher's original scheme because it offered far more chance of dying than winning glory.
