Bastion fleets match force to a persistent threat

Cadia, Agripinaa, Scarus, and Corona illustrate why fleets near a hostile frontier should be stronger than formations in quieter regions.

Notes

Several Bastion Fleets sit closest to the region from which Chaos forces repeatedly emerge. Their heavier strength follows threat and geography rather than a universal order of battle. A frontier facing near-perpetual war needs enough ready force to resist a breakthrough before it reaches deeper Imperial systems. The example shows how a nominally common fleet structure must still concentrate ships where risk is greatest.
