Ballast versus armour as a ship-stability tool

A design complaint separates weight added for stability from armour added for protection.

Notes

The campaign lacks ballast as a distinct design control. The player therefore has to add armour when the immediate goal is to stabilise the ship rather than increase protection. Treating those functions separately would let a designer place weight for trim and stability without pretending that every added ton belongs in the armour scheme. The two forms of added weight can look interchangeable in a simplified interface while serving different naval-architecture purposes.
