Capital ships cannot replace a balanced fleet

A German dreadnought surge would leave dangerous gaps in cruisers and torpedo craft across the rest of the fleet.

Notes

Battleship counts alone do not measure whole-fleet capability. At Jutland Britain fielded 26 light cruisers, including 16 launched from 1913 onward, while Germany brought only 11 and just five were comparably recent. Germany had already sacrificed cruiser and torpedo-boat construction to support its historical capital ships, while Britain kept building capital ships, cruisers, and destroyers together. Too little scouting, screening, and torpedo craft would leave a stronger German battle line strategically brittle because fleets fight as combined task forces rather than collections of individual battleships.
