Austria-Hungary's divided politics meet Montecuccoli's battleship drive

The Dual Monarchy was hard to bind diplomatically, yet Admiral Rudolf Montecuccoli was determined to secure a modern battle fleet.

Notes

Austria-Hungary adds an institutional problem distinct from simple support or opposition to a treaty. Austria and Hungary operated through a complicated dual system in which formal titles did not always reveal who could make a commitment stick. The ministers involved would depend on the precise political relationships in Vienna and Budapest at the moment of negotiation. Admiral Rudolf Montecuccoli nonetheless pursued naval expansion with exceptional determination. He authorized contracts for the Tegetthoff-class battleships before the ministry or parliaments had secured the money, demonstrating how strongly the naval leadership would resist a settlement that blocked construction. Any conference would therefore have to overcome both constitutional ambiguity and an energetic fleet-building advocate.
