Article 11 limited warships outside the capital-ship and carrier categories to 10,000 tons standard displacement. It exempted vessels employed on fleet duties or as transports and auxiliaries if they had not been built as fighting ships or taken under government control for fighting purposes in peacetime. Article 12 set an eight-inch gun ceiling for newly laid-down warships other than capital ships. Article 13 barred reconverting ships designated for scrapping into warships, subject to its stated Article 9 exception. Article 14 allowed merchant decks to be stiffened for guns up to six inches but otherwise prohibited peacetime preparations for warship conversion. Article 16 required disclosure of construction contracts for non-signatory powers, including contract and keel-laying dates and specified ship details. Article 17 prohibited a belligerent signatory from using warships built for another power that remained undelivered within its jurisdiction. Article 18 separately prohibited disposal by gift, sale, or other transfer that would place a warship in a foreign navy, without limiting that prohibition to wartime.
