Washington Treaty limits on Pacific base defences

Article 19 of the Washington Naval Treaty constrained new fortifications and naval-base expansion across much of the Pacific.

Notes

Article 19 applied to British, American, and Japanese island possessions, including Hong Kong and many Pacific territories. The clause restricted new fortifications, repair capacity, and coast defences, although each power explored the limits of what counted as replacement or mobile equipment. Mobile anti-aircraft guns and expansive interpretations of routine replacement offered ways to stretch the rule without openly abandoning it. These limits help explain why logistics planning could not be separated from political and treaty constraints.
