An expeditionary army depends on maritime access

Aircraft carriers, amphibious ships, and protected sea lanes allow a land force to reach and sustain an overseas theatre.

Notes

Overseas land power begins with maritime access. An expeditionary army needs protected shipping, air cover, access to a lodgement, and the means to land its initial forces before it can fight. The First Gulf War buildup relied on overwhelming naval and air power, so allied ports were usable under exceptional protection. Force planning must begin with the mission, destination, and transport chain instead of assuming that the army will somehow appear in theatre.
