Arctic convoy protection exposed the Northern Fleet's infrastructure gap

PQ 17 and Arctic convoy risks showed why the Soviet Union wanted heavy ships in the north but lacked the docks and support base to maintain them effectively.

Notes

After PQ 17, the Northern Fleet needed heavy ships of its own to help protect Arctic convoys. Its facilities could barely maintain a cruiser, making a capital ship a much larger support commitment. A suitable dry dock needed enough length, width, and depth, as well as gates through which the ship could pass at its displacement. Arkhangelsk therefore required supporting infrastructure that Soviet planners had failed to provide. Royal Navy capital ships also faced the danger of operating close to enemy air bases, limiting the heavy cover available in northern waters.
