Britain and the United States studied one another because each was the only plausible peer for testing a worst-case naval plan. Their exercises nevertheless concentrated on Japan, while the Anglo-American plans remained staff work rather than evidence of an approaching conflict. Dense diplomatic, financial, family, and imperial ties gave both governments strong reasons to negotiate. Either side would lose infrastructure and global standing even if it technically won a war.
