Four Pohjanmaas are described as replacing seven vessels used for fast-attack and minelaying tasks. Their weapons, sensors, and larger hulls improve individual capability. Available ship numbers remain a separate constraint: seven hulls are estimated to sustain two or three available vessels, while four provide one or two. Sweden is described as sending convoys and supporting states across the Baltic, while Finland supports coastal operations and potentially receives those convoys. Finland also needs minelaying capacity. Offensive minelaying is considered especially exposed because an opponent has strong reasons to stop it. A fifth hull is proposed to improve the assurance of having two ships available. The estimates express an operational judgment rather than a published readiness calculation.

Replacing seven Finnish ships with four reduces assured availability
Better individual ships still leave a hull-number problem when four Pohjanmaas take over combat and minelaying roles previously served by seven vessels.
