Chapter · 5:37-7:22

A 1923 fleet organization with no cruiser component

The 1923 United States Fleet assigned no cruisers to its battle, scouting, control, or fleet-base forces.

Notes

The 1923 scheme divided the fleet into battle, scouting, control, and base forces, alongside several geographically or functionally defined commands. Despite cruisers being natural candidates for several of those missions, none appeared in the four principal formations. Navy Secretary Edwin Denby oversaw the plan and was later pushed out amid Teapot Dome even though the leasing misconduct did not personally implicate him. The scandal followed the transfer of naval oil reserves to Interior Secretary Albert B. Fall, who leased them to associates in the oil industry. President Warren G. Harding appears here as the administration figure unusually enthusiastic about the Washington Naval Treaty.
