Zumwalt's questions begin a long institutional transition

Leaders who challenge a navy's assumptions may leave before answers emerge, while successors must build consensus and sell the resulting change to outside stakeholders.

Notes

Zumwalt's contribution began with questions about the US Navy's readiness, future wars, and cherished assumptions. The answers took roughly two later CNO tenures to develop, so the leader who opened the debate was no longer present when the Burke concept crystallized. Naval agreement was only one stage because politicians, the wider public, and other stakeholders still had to be persuaded to support the transition. An admiral accustomed to giving orders must sometimes ask questions without knowing the answers, then listen to the institution before deciding.
