Why Zeppelin raids shocked the British home front

Zeppelin raids mattered as terror attacks because they brought direct continental warfare to a British civilian population with little recent experience of it.

Notes

Zeppelin attacks had a psychological effect far beyond the weight of bombs they carried. British civilians had experienced little direct enemy attack since the Napoleonic period, apart from a minor raid at Fishguard. Airships brought deliberate attacks on population centers to people who had regarded the home islands as protected from continental war. Their importance therefore lay partly in terror and social shock rather than physical destruction alone.
