The Soviet Navy begins with wreckage and geography

The fleet's 1922 ship totals concealed unavailable battleships, destroyers sunk in harbour, and submarines whose refloating and maintenance remained uncertain.

Notes

In 1922 the Workers' and Peasants' Fleet listed three Baltic battleships, two cruisers, ten destroyers, and submarines whose practical availability was doubtful. The Black Sea Fleet survived largely on paper after the civil war, with its dreadnoughts unavailable and obsolete battleships being scrapped. Some destroyer totals included ships lying on the bottom of a harbour that remained there until scrapping. Submarines also depended on whether they could be refloated after a period of irregular maintenance. Gunboats included an eclectic mixture of inherited vessels and craft built by the Reds themselves.
