Delaying war does not guarantee completion of Stalin's fleet. Hitler's system depended on continual territorial acquisition, resources, and labour to sustain itself. A successful Operation Sea Lion would also require Germany to defeat the Royal Navy, making the Soviet Union the more likely target. German invasion would halt or stall the capital ships under construction. Any alternate fleet plan therefore has to account for the political economy driving the wider war.

Why war still interrupts the Soviet fleet
Germany's demand for territory, resources, and labour limits how long Soviet shipbuilding can continue in this counterfactual.
