Why the divergence must start after Dogger Bank

Replacing Beatty before Dogger Bank would make the Jutland premise too unstable, because clearer signals and command might devastate the German scouting force in 1915.

Notes

The scenario deliberately preserves Dogger Bank as the historical starting point. A more competent battlecruiser commander and staff might have converted the German withdrawal into the destruction of much more than Blücher, perhaps leaving the First Scouting Group unable to play its later role. Germany could not easily rebuild that speed advantage because replacement battlecruisers would compete with the army for wartime industrial resources. The High Seas Fleet would then have little freedom for major operations, altering German risk-taking and preventing a recognizably Jutland-like battle. A replacement after Dogger Bank retains enough historical structure to explore how command and communications might matter in 1916.
