Why the divergence must follow Dogger Bank

Replacing Beatty before Dogger Bank would make the alternate history too large: Sturdee might cripple the German scouting force and remove the conditions for Jutland itself.

Notes

The scenario deliberately preserves Dogger Bank because Sturdee might have avoided the signal confusion that concentrated British fire on Blucher. Further losses among the First Scouting Group would strip the High Seas Fleet of its fast scouting and raiding arm. Germany's strategy of luring out a British detachment would then become far less credible, potentially producing a more passive North Sea war instead of Jutland. The change is therefore placed after Dogger Bank, when an immediate replacement can still preserve the larger historical setting.
