Why Fisher's Baltic plan begins with the High Seas Fleet

Fisher's Baltic project put specialized ships ahead of the prerequisite task: defeating Germany's main battle fleet and opening the approaches with forces already available.

Notes

Fisher's earlier achievements included driving HMS Dreadnought and oil firing, but his later Baltic project put specialized ships ahead of the prerequisite task of defeating the High Seas Fleet. The criticism concerns the order in which the campaign's problems would have to be solved. Once German sea power had been broken, forces such as the Harwich Force, Tribal-class destroyers, and inshore squadrons could attack the shallow approaches without Courageous, Glorious, or Furious. The immediate operational priority would therefore be to draw out and defeat the German battle fleet.
