Why strategic intelligence should reach admirals through their staffs

Picard's briefing on Romulan support for the Duras faction raises a larger organizational question: why are senior admirals learning alliance-threatening intelligence from a ship captain?

Notes

The Klingon civil war directly affects the Federation because the anti-Federation Duras faction may be receiving Romulan aid. Senior admirals and their intelligence staffs should already understand this strategic picture before Picard arrives. Two admirals have also travelled to the ship to receive the briefing, spending senior-command time on information their headquarters should deliver routinely. The scene shows the difference between a captain contributing local evidence and a headquarters relying on that captain to supply its basic intelligence assessment. Calling Starfleet a peacekeeping, scientific, or exploratory organization does not remove the need for hierarchy and staff work when it manages alliances and can wage war. The sequence reinforces the video's central complaint that Starfleet depicts admirals without the staffs that should keep them informed.
