White paint made efficiency visible

HQS Wellington's immaculate white paint made maintenance standards visible as a diplomatic signal.

Notes

Interwar presence ships were painted white partly for tropical service and partly because dirt and neglect became immediately obvious. A clean ship projected discipline and institutional competence to foreign navies, officials, and local observers. Visible care suggested that the larger fleet behind the small ship was equally efficient, giving maintenance a deterrent value. HQS Wellington's survival on the Thames provides a physical example of the type and its public-facing role.
