The formal White House chief of staff position did not yet exist at the Atlantic meeting. Roosevelt had obtained approval for the Executive Office of the President in 1939, while the chief of staff title followed under Eisenhower in 1953. Britain's Cabinet Office dated from 1916 and grew out of the secretariat of the Committee of Imperial Defence. It supported the prime minister and coordinated work across government. The comparison places Roosevelt's staff development alongside an administrative transition Britain had begun about two decades earlier.
