The Whiskey class combined heavy German Type XXI influence with Soviet experience of earlier submarine classes. Design work began in 1946, and the Soviet Union built 215 boats between 1950 and 1958. China built another 21 between 1956 and 1960. Soviet S-class and Leninets boats supplied operational experience alongside the foreign influence, while the wider comparison includes Shchuka and Pravda designs. The Whiskeys subsequently took on many roles and became one of the most extensively adapted Soviet submarine classes of the 1950s.
