When a new technology becomes practical

A dramatic early prototype may still be a poor military system. Newspaper excitement can hide breakdowns, unstable performance, or vulnerability to mud, salt water, and movement. A navy cannot confidently build ships and doctrine around a technology until it works under routine operating conditions. As steam engines became reliable, navies could treat them as the main source of power. Boiler development followed the demand for larger and more powerful engines.
