Wellington's model of naval-led diplomacy

Wellington's division of labour gives the Navy the lead in overseas diplomacy while the Army supports it, reversing the relationship he preferred in a major war.

Notes

Wellington's model treats naval diplomacy as a distinct peacetime and crisis-management task. It gives the Army primacy in fighting a land war but places the Navy in front when Britain must influence events around the world. Ships can arrive, communicate resolve, and support policy without the immediate commitment required to occupy territory. Naval firepower can threaten or destroy a capital accessible from the sea, but holding it still requires land forces.
