Water is a constant human need, but access depends partly on infrastructure that people can build. Desalination requires a source of power, whether solar, wind, nuclear, or fossil fuel. A proposed self-powered solar system would still need substantial development finance and willing buyers. Those with the money and technical capacity to develop it may lack an incentive to do so, while potential users may be unwilling to buy from them. Water security therefore combines physical need with questions about investment and adoption.
