Why Italy might finish Francesco Caracciolo ships

Completing existing designs could keep Italy from falling years behind while it starts a new programme.

Notes

Starting capital-ship design again would demand substantial effort and time, leaving Italy years behind the major powers. National pride could encourage completion of the existing Francesco Caracciolo programme. One or two completed ships are plausible, with completion of the whole class left uncertain. Their speed and reasonably good protection would retain value. They could remain useful even where a G3 probably offered stronger armour.
