What were the different Royal Navy enlistment categories during the Second World War?
Short answerCareer regulars, hostilities-only volunteers, and conscripts, with regulars receiving the strongest long-term training and promotion prospects.
NotesFull-career regular enlistment differed from voluntary service limited to the duration of hostilities and from compulsory national service. The first two categories were voluntary, while the third was compelled. Regulars received priority for promotion because the navy expected to retain them after the war. They also justified longer-term training investments than personnel enlisted only for the emergency. Wartime manpower policy therefore shaped career prospects as well as the legal basis of service.
