The Royal Navy's flag list expanded sharply during the Revolutionary and Napoleonic Wars. In 1768 it contained seven full admirals, ten vice admirals, and eleven rear admirals, plus twenty-two superannuated or 'yellow' admirals considered unfit for active duty. By 1812 there were roughly sixty officers in each active flag grade and thirty-one superannuated rear admirals. Calder's advancement took place inside an institution that needed many reliable flag officers as its wartime establishment grew.
