Wartime defensive systems and peacetime guidelines

The Falklands example explains why peacetime limits on operating defensive systems cannot be assumed to govern their use in combat.

Notes

Dr. Clarke recalls a criticism that Royal Navy crews in the Falklands War had exceeded peacetime guidance for using an unnamed system. In his account, those guidelines sought to limit disturbance to marine wildlife during exercises. Crews under attack gave survival priority over those restrictions. The distinction concerns the purpose of the operating guidance and the conditions under which the system was being used.
