Why wartime command needs institutional depth

Vivian Pope's service and later death illustrate why armed forces need trained leaders beyond the minimum peacetime establishment.

Notes

II Corps chief of staff Vivian Pope designed the unit's salmon-leaping-over-a-brook insignia as a play on Alan Brooke's name. Pope later became one of the capable officers lost during the war, dying in October 1941 when the Hudson carrying him was shot down. Such losses explain why a military may retain more senior officers than a simple equipment-to-headquarters ratio appears to require. Command judgment takes years to develop, leaders are deliberate targets, and replacements cannot be hired from an outside market during a crisis. Training subordinates to perform one rank above their own improves resilience, but it cannot fully replace accumulated institutional depth.
