Civilian advisers connected diplomacy with Lend-Lease supply

Cadogan, Beaverbrook, and Hopkins brought negotiating skill, supply responsibilities, and access to Roosevelt's administration.

Notes

Alexander Cadogan's value lay in listening closely and keeping negotiations on track. Lord Beaverbrook attended as Minister of Supply at a time when American equipment and munitions were already reaching Britain. The meeting gave him direct access to the people involved in that supply relationship. Harry Hopkins meanwhile acted as Roosevelt's de facto civilian chief of staff, linking the talks to the president's administration.
